Brazilian Beach Town?
I just wanted to come by and say those things: Brazil isn't made up of beaches and rainforests, and it has much more than Rio de Janeiro and São Paulo. Here are som pictures from my hometown, Brasilia, Brazil's capital:

Its known for its beautiful, unique and futuristic architecture.

This is Brazil's national tree, and we have a bunch of them in Brasilia in all colors: White, Light Pink, Dark Pink, Red, Orange, Yellow, Green, Blue and Purple. Its like if the brazilian "sakura" was the whole rainbow.

AND, if you really want water as a feature, we have a massive man-made lake, that even has underwater archeological sites from the time the city was built.
A town inspired by Brasília could be in any pack, honestly, but my suggestion would be a Architecture active career like we had in SIms 3 Ambitions, maybe a game pack with both the career, a new world and bunch of different architectural styles and furniture designs. This world-theme could also be explored in a Scuba Diving game pack, or whatever, honestly...
