Change lot type for "special venues"
The title says it all really; I wish we could change the lot types for these venues.

I don't mind the term general lot. Just don't like that you can't have club Hangouts or parties on them.
Given that a special venue type it would be nice to be able to combine lot types like a shop and cafe.
