Thought I'd take a look at the sims 3 apartments too, I did see a tutorital for making your own but it seemed a little confusing I think they are mostly regular lots in shells in that game. This was a save I started but never did anything with so I think I only changed a couple things in Vlad's apartment but my new sim got a nice redecoration. Funny how different they are, I personally don't really have a preference they should all work that's good enough for me.

On The Sims 3 apartments, there are two types of apartments:
- Late Night's illusion apartments: Only one unit is visible at a time, no other units actually exist. All building outside the unit (unmarked area) is forbitten unless a cheat is used (RestrictBuildBuyinBuildings off). Using callbox or doors, you can only visit the main household, while the other sims will just come out to meet your sim. To build these, you need to enable testingcheats and buydebug, then you need to place down Hidden Room Markers for rooms that won't be visible (other units) and Public Room Markers for shared areas. When (in build mode) you hold down control and shift button and click on a door between a Hidden Room and a Public Room, you can mark it as a NPC door, allowing you to summon a townie from there (this cannot be done on any community lot).
- University Life's apartment lot type: this one simply is a lot acting like a dorm in your home world, though there your sim has to pay rent. These cannot be built in Bridgeport, but can be combined with the former illusion apartments.
Though mainly, The Sims 3 apartments don't allow multiple households to live on one lot. It's an open world game after all and switching households is an afterthought there.

Indeed. Once you get good with knowing the limitations and have built some, you'll get a hang of it and can easily build some. For example, here's some of my builds:

Though no matter how much more units you place, only up to 4 families can live on one apartment lot. It seems like The Sims 4 allows more, but it also has that 99 unit limit... Eh, I'll get a mod for it.
