I think it is just a matter of luck. Perhaps someone from Maxis will be on there looking at sims and find one that is maybe a little different. I often take townies into CAS and change their clothes, and sometimes their hair and makeup and then upload them to my library in case they get culled, and then I will share them to the gallery noted as townie. One time I did that to male elder sim and he got favorited. I think It’s more luck than anything.
