This one's fun. In my game, I've amended my rules a little bit: I allow up to five actions per (otherwise nonplayable) Sim per day, if the action is related to taking care of unmet crucial needs or progress towards aspirations. This keeps the otherwise unplayed Sims from getting too stagnant.
