Should a beach inspired pack be a game pack or a expansion pack?

Manta reef looks awesome. I’d like a liveable beach world in an expansion then a smaller beach vacation world as well in a game pack. We’d get the maximum amount of stuff that way. And hotel system hopefully instead of just rentals.
