Selling paintings from the easels in a public place made by others is a very easy and quick way to earn money. It is how my sim made her money. It does feel like cheating. I noticed too that some sims are not able to sell the paintings, but that was at the festival so I'm not sure if that is why there weren't able to sell them. I'm not sure if you should ban it though.
