@Karise I had a bit of trouble too, since they kept wanting things like a pool or a hot tub when they needed other stuff more...
I figured out that if their aspiration is set to a fortune aspiration, they tend to roll simoleon whims. One of them was more effective than the other, but I can't remember which one it was now!
