I'm not sure why they wouldn't be allowed; there are a lot of emotion boosting items in the game...my sim just likes to dig up the rock piles lying around and gets lumps of stuff that boost emotions, and her (tech guru) job rewards with emotion boosting items, so those items seem an integral part of the game.
