Adventure awaits - walkby sims preventing role sims from spawning

Posting here because i don't think it s a bug, exactly. More of an annoying side effect of hwo the game is designed. . But I'm trying to create a concert venue, where there is a schedule of alternating musical acts, and a few 'shifts' of guests, I want it to feel busy so i am working at nor near cull capacity most of the time. but due to the 20 sim limit in a zone, sometimes that number is hit before the roles i defined for the venue can spawn, leaving me without a performer, or a bartender, etc. because the game has decided some rando walking by on the sidewalk  or tending a stall in the neighborhood took priority. the roles we define for custom lots should ALWAYS take priority. I really don't care if the sidewalk outside is empty, or if there are no sims using the skating rink nearby, Because that's not what i came to this lot to see. I want my bar FILLED, and all my essential roles to show up. Like right now, in the schedule i have it set for 18 role holders to show up, but in the club there are only 11, including my own sim, and my guitarist and bartender are missing, because there are 6 idiots walking around in the world being useless.

this is it, this is all that showed up out of 18, and no bartender or guitarist in sight. I left 2 spots unfilled to account for walkbys but apparently that wasn't enoughBecause apparently these guys and a few others walking around on the sidewalks took priority. I DO NOT CARE if all this is empty, i came for the venue.

I'd also like to see priority given to roles that are listed first in your list. so you can list things like musicians first, and then if any get blocked from spawning it's just things like filler guest  sims.

  • Also, I went and set MCCC to increase the sims in zone which seemed to help..... but when the next 'act' was scheduled i noticed my sim kept beelining for the piano. I kept cancelling it and wondering why no pianist was spawning. then i noticed it. HE was the pianist, even though he's the active sim. (and not super good at piano) That can't be working right. 

    I mean i guess all musicians spawned this time, i guess? but not a fun night out at the club if i get roped into playing...  tho the guitarist had a guitar in his inventory so he's just standing out on the sidewalk playing. I also had to disable all 'sing songs' (minus instrument) and 'sing in shower' with MCCC or they would just stand out on the sidewalk singing. I think the singing and instrument skills should be weighted to first use an item on the lot, and only if none exists, or none is free, should they do a self-interaction. 

    don't get me wrong, when it works, it' fantastic, it's fun seeing what 'bands' get thrown together randomly. and though it sounds awful, the vibe is fun.

    Just... there's definitely some weirdness.
