I don't have Occults in my game, so pardon my ignorance, but are your Sims unable to Mentor? When I have my Rock Star set up his Academy of Music, I will lean on his ability to mentor, as he has level 10 on all three instruments in the game. Musical Genius. Or have you already tried it and it fails?
Nope witches & werewolves cannot mentor
