Given that the idea of having cars in the game is getting a 10+ years resistance why not just add some NPC/animations for transports like in the old games? This would be enough to me:
The Sims 4 has Rocket so it would be nice to bring back Helicopter (TS2) and UFO (TS3). No road required.
Yeah i can't believe we have an UFO in debug but they didn't make it usable. Like, there's nothing absurd about it. The sims just enters similar to when they're being abducted and then it flies away (and we choose were to go).

So if the households can't own a vehicle, at least public transports should exist (fast travel inside a neighborhood) :
The school bus is an American thing. My sims are not Americans.
Actually we have school bus on Brazil too. But the team could make it a calling service on the phone for whoever want it or not.
