I need to edit this and say that the dog does have an obsession with swimming in the pool and I realized that, that particular puddle, could have been caused by him getting out of the pool. I'm not sure why that kind of puddle would set my sim off and honestly don't remember if there might have been others because both sims will zip around and clean up fast. Also have the robo vacuums going too. Regardless, the potty issues are still valid problems and it would be nice to have them resolved.

Nightgypsy any puddles anywhere do make Sims annoyed. They don't differentiate between doggy puddles and water puddles. The problem with them going on land which has no tiling/masonry is that the Sim still gets annoyed but can't immediately clean it because you can only clean land with some kind of flooring. So if there's puddles on grass for example, the Sim will be annoyed until it eventually vanishes automatically. The Sim even gets annoyed taking the dog out for a walk when they go potty. It always seems weird to me. Who takes their pooch walkies then gets irritated with them for doing exactly what they're supposed to do? Worse still, passing Sims will also complain about the puddle. It could definitely use some tuning. A doggy needs to go somewhere and they can't clean up after themselves.
As for the obsession with the pool I've tried a few things like making them a Couch Potato but some are just drawn to the pool. I sometimes end up fencing it off to keep the dogs out of it. I've got 1 Sim with 4 rescue dogs that won't stop swimming and leave water pools everywhere. That could also do with some tuning. 🐶
