@wasikm007 I kind of got around this by making a Haunted House that was a ruin. So that way visiting Sims can go inside because it has missing walls and a hole in the roof. I added a graveyard and seance table too (even though those things properly freak me out).
Another way to do it would be if you have For Rent, you can Start a Break in at a Haunted House...if you dare!
But you can just add a seance table to a community lot and use Invoke the Dead to get some level of haunting activity, along with adding some ghostly lot traits/challenges depending on owned content. I've also tried that on a vacation lot in Moonwood Mill and it made for quite the bone chilling holiday.👻
I'm adding some images for you of my accessible Haunted House lot (images 1&2) and my spooky holiday home (image 3). Not quite what you asked for I know, but a bit of a workaround. It's been handy for the Grim Event too because I did not want those shenanigans in my Sim's home!

But also I came to suggest the same thing: take the front door out and put a seance table on the porch! You can still visit a haunted house lot even if no one lives there. A dedicated lot type might also be a good idea though too!

I'd originally built a creepy basement when trying out the Haunted House Residential lot for Sims to just visit, thinking Sims could wander downstairs to be spooked. I was thinking it would be a cool idea for a haunted shipwreck too. But of course visiting Sims couldn't access the basement 🤦.
