@Simian868 there is already a criminal career in the base game with 2 branches. There's also the Villain branch of the Secret Agent career.

The game is restricted by it's age rating so I doubt it couldn't add selling/growing of illegal medication on it's current rating.
Break ins were introduced with the For Rent pack. Your Sim can snoop and eavesdrop for secrets in Sims homes and blackmail them with whatever secrets they find. I combined it with the Secret Agent career and had my Double Agent breaking into Sims homes which was a lot of fun to play.
There are jail cells with the Get to Work Detective Career and the items for those and the police station can be unlocked and used in build mode. I wonder if you could use those to design your own prison building. By using door locks you could lock Sims in. You could create it like a household with guards and criminals. Might be an interesting project to try out.
