Cozy Creations update caused bugs

Product: The Sims 4
Platform: PC
Which language are you playing the game in? English
How often does the bug occur? every time I play
What is your current game version number? 1.111.102.1030 DX9
What expansions, game packs, and stuff packs do you have installed? life and death, lovestruck, for rent, high school years, cottage living, snowy escape, eco lifestyle, island living, get famous, seasons, cats and dogs, get to work, dream home decorator, realm of magic, spa day, parenthood, jungle adventure, crystal creations, home chef hustle, paranormal, nifty knitting, tiny living, Moschino, my first pet, laundry day, vintage glamour, and backyard
Steps: How can we find the bug ourselves? I don't have to do anything to make the problem occur, it does it automatically when I turn on the game.  I noticed when I tried doing the event tasks. It will NOT allow me to cook Japchae (so I cannot move forward in the event, therefore making me miss the event). It began after I downloaded the cozy creations/bug patch update on December 4th. I have since noticed I cannot control any sim actions. If you tell them to cook something, the chef hat pops up on the bottom left (where it lists their current and future tasks), then the game pauses itself and the chef hat disappears. You tell them to talk about holiday traditions, they just make uncomfortable eye contact with each other while dancing (you can't make them stop either). You tell them to swim, they will never be able to stop, etc. The sims are unplayable. You can watch them live their lives without telling them anything but even that gets boring because it'll say they're doing something on their tasks (on the bottom left) but in reality they are outside in the yard standing in the rain. The only part of Sims 4 that is currently working for me is build mode. I can build and create sims but that's as far as it goes now.
What happens when the bug occurs? see previous answer
What do you expect to see? I expect to see the game act normal. If I tell a sim to do something, they are able to do the action. none of the above errors ever occurred before I did the latest update
Have you installed any customization with the game, e.g. Custom Content or Mods? I have but the problem occurs even with them off, and even when i remove the mod folder in it's entirety
Did this issue appear after a specific patch or change you made to your system? Yes, after the cozy creations/bug patch

I have spoken to a few fellow simmers who directed me here after trying to work it out myself (with their help). I have repaired the game 3 times, deleted and redownloaded, turned off mods and CC, removed them completely, deleted localthumbcache, used new saves, etc. nothing has helped at all. I have been troubleshooting this for a couple weeks and now I'm about to miss out on the event entirely because I still can't fix it. Please help in any way you can. Thank you so much

  • Both people in my (IRL) household are having this problem, my game modded to the heavens and his completely vanilla (edit: completely vanilla AND brand new fresh install since he's only just getting into it), with pathing issues to go with it!! If they don't outright idle or go off to do something else autonomously, the sim waves their arms and complains they can't walk there when they very much can and have walked there not even a month ago.

  • I managed to complete the entire event without any issues, so it doesn't seem like there's an issue with the patch that's affecting everyone and preventing everyone from doing the event.

The changes made by mods can still persist even if you remove or disable them, if the mod changes something in your game options or save file - examples include people having problems with the Reaper's Rewards event and it turned out it was Better Build Buy making permanent changes to the catalogue that stayed even after people disabled or removed the mod.

Since this event is account-wide, you can disable all of your mods, and try starting a brand new clean save in a mod-free game, and then complete the event goals. Then switch back to your regular save and the rewards you unlocked will still be unlocked. That might help you to make at least some progress while the event is still on?
