Feedback: Base Layers Not Available for Designing Employee Uniforms (Dine Out)

I was recently designing employee outfits for a Dine Out restaurant, and wanted to use the new turtleneck base layer to layer underneath a blazer for the waitress uniform. However, the base layer accessory category is not available when designing outfits on the mannequin.

I believe this is an unfortunate oversight rather than a bug, hence submitting it here, but feel free to move it if needed. I just wanted to bring it to someone's attention since it places a disappointing limitation on the usability of this new feature.
