Alright everyone who wrote on this issue, seems we already have a clear answer.

EA_Cade once told us to write a comment here so he may pass on to the upstream, but now he wrote above, which means our comments never got relayed to the upstream who wrote the Shop icon code. I don't blame EA_Cade here, because he's just doing his job - doing other uncommanded task such as relaying "People are whining about shopping cart icon" to the devs, which is currently not ordered by the ustream, could get him fired.
At this point we can clearly see that adding more comments on this issue solves nothing. Now all of you have 2 options:
1. Just accept current state as-is.
2. Go to Xitter, where EA reps & EA developers(Simsgurus) posts about things, write a reply there to make you voice heard directly to the developers.
As for me, I just stay on Sims3 and will switch ship on the upcoming Paralives and Life by You by Paradox.
By the way if you got annoyed by the blinking yellow problem -
Have you noticed the blinking yellow icon on bottom-left corner (calender and phone icon)?
I want to turn those off if that's possible.
Maybe EA could add the "Accessibility" settings called "Disable all animation on the UI" which stops all pulsing/blinking animations of the UI
