For Rent Property Owner and Evictions

How often does the bug occur? Every time (100%)
What is your current game version number? 1.111.102.1030 DX11
What expansions, game packs, and stuff packs do you have installed? All except the latest 2 kits.
Steps: How can we find the bug ourselves? Play a property owner (For Rent). Have any tenant. Go to the rental unit via world map or during gameplay. The Build/Buy option is unavailable. There is no way that I am aware of or can find that the build option becomes available to change furniture, put better ones in etc. without evicting my tenant.
What happens when the bug occurs? Play a property owner (For Rent). Have any tenant. Go to the rental unit. The Build/Buy option is unavailable. I have to unjustly evict for Build/Buy becomes available again. This is very unfair to my tenant and if I evict the property rating goes down and I have an angry evicted sim :-)
What do you expect to see? It would be nice if workflow can be added so that the eviction is not part of the Build/Buy process. For example, one can Build/Buy in the tenant apartment(s) without eviction. The changes made to the improved tenant abode can be if not already be incorporated to affect the rating of the rental unit. etc.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
