You need to place a shoe rack outside the front door (it's somewhere under "clutter", which you can access using the fruit bowl on the shelf in the kitchen in build/buy). Once you've placed it, you just have to click on it to get the various footwear options.
I bought a shoe rack, it’s inside. Does it have to be outside? Because it’s still only telling me I the indoor footwear options like to set the rules but nothing about choosing a different type of slippers or even colour. So it has to be outside of the house?
I don't think it matters where you place it as long as you have one. It's just that one of the families (Nishidake?) has theirs just outside the front door. Also, the shoe rack only sets the shoe wearing rules. If you want sims to wear different shoes with different outfits, you'll have to design each outfit choice separately in CAS.
