You need many voices asking for the same thing. Like the ailments many people wanted them gone and the few that didn't experience them being frustrating were ignored. Now they're going to remove the ailments, 75% is removing them.
They put an off option for luck because they didn't want to do the math for decreasing the bad luck without it being removed from the game. So people that experience a extremely high rate of cooking fires for a level 10 skilled sim just turn off luck because that's what EA would tell them to do. Where as if EA had left the luck option out of the game then EA would have had to remove bad luck (75%) from the game like they are doing for the ailments.
So yeah they listen and plan ahead our reactions and adjust the packs accordingly. Never forget that first and foremost they are a business setting out to sell you their product and keep you coming back for more packs.

In my experience even if devs read and make an appearance on forums (in any case/company), either say and repeat soo often "we are not considering that at this time" or are just met with aggro/frustration from users/players and even if they try to communicate the overpowering upset people is overwhelming, and they eventually go quiet again.
Either way it is no win for users/players X /

They probably read it, but as for what happens with it, who knows. The many times I've asked for a 24 hour clock setting in the game and still not seeing one... well. I don't think they care too much about certain things, like the metric system.
