I have this problem too, nothing but couples sitting on benches looking at the sky wherever I go. My own sims who are in relationships have also started autonomously queuing 'watch sky with' constantly while they are doing other things - even when their partner is asleep!
It's cute sometimes, but the tuning is way off. Maybe this should be in the bug reports..? It's not REALLY a bug, but very annoying.
