Make earthquake enable by default, just like rain/snow option in Settings

Neighborhood X:

Household A: "Wow! An earthquake was happened!" (because I enabled it in lot challenge)

Household B: "...What are you talking about???"

The current implementation is really doesn't make sense; when the earthquake happens, it should apply to all neighborhood or nearby town, depend on its severeness.

Add the option to "Enable Earthquake", not as a per-lot option. This improves immersion and challenge.
