Make ten teen friends

Does anyone know if this is going to be looked at?  It seems such a difficult thing to be able to do.  Even when your sim is best best friends with another sim it doesn't register as having made a friend.  Could someone please look at this - I have to cheat my way through that aspiration and I really hate having to do that.
