My sims are still autonomously building romantic relationships

My sims are still autonomously having/building romantic relationships with NPCs and other townies even though I've turned autonomy and neighborhood stories off. I started playing with one townie household in a brand new save and one of the sims already has a romantic relationship with Connie Fidential. I thought this was fixed in the latest patch???

hi what about my sim have full romantic relationship with her boyfriend, but it does not seem to appear the propose or even break up option like normally they do, so i'm confused right now... im playing with cc and everything is alright its just this romantic thing that bothers me. Thank you

I had played this specific household before, then went to another household for a bit and went back to them to find that a romantic relationship was built with an NPC. Yeah, it was a new save with the patch. There wasn't a relationship before and then when I went back to play them, there was a romantic relationship all of a sudden with the romance bar and the milestone "Fell in Love with __".

To be sure, this is just while you are playing another household or do your own Sims also build relationships ?

Did you start a new save with the patch ?

Did they just have a romance bar or any changes to their relationship ?

Which bug fix do you mean ? Are you referring to the excessive flirting ? I'm checking with a CM but I don't think they're never supposed to do romantic interactions at all while you're not playing them.
