Businesses and Hobbies / For Rent

I just spent days building  a city with multiple rent units, just in the hope i could rent it and then have a shop running under my home, but it doesnt work.

Is there a way to rent a house and run a shop in it or is that just not a thing?

If its not a thing, perhaps a fun idea? :)
