In The Sims 1 base game + Unleashed we got 41 lots per active base Neighborhood.

TS1 only loaded each lot individually, not the space between the lots as well. Anyway, it still is weird that there is nothing to do in the town square apart from taking part in the youth festival which only happens once in a blue moon. I mean, this is the town square, the heart of the city, and it should be a very busy place especially with the train station nearby. We should be able to build shops and cafes, or a museum in the area.
