In The Sims 1 base game + Unleashed we got 41 lots per active base Neighborhood.
The amount of lots in the loaded area seems to be based on the amount of resources that the game has available, I assume that their gameplay designers design these worlds and assign lots depending on how much they think the game can manage.
One factor, which is one point that Carl from Carl's Sims Guides touched upon in one of his videos is that the system requirement for the sims4 is really, really low. Their worlds are designed so that they can run on very simple computers. They list a 1.8 GHz Intel Core 2 Duo and a Graphics Card with 128 MB of Video RAM as minimum on their official site. That is super low and if that's actually the system specs that they design these worlds around, then they really don't have a lot to work with.
What they probably should do is that they should have options to install worlds that require more system resources or have a create a world tool, hopefully that is something that they are considering for the sims5.
Also most games requires 8GB Ram as minimum. Sims 4 still has 4GB Ram as minimum requirement.
