I have no idea what is going through their heads when designing these lots. It is starting to get on my nerves. Set dressing should only be used in a background. You're telling me that a row of empty house is easier to make than a vacant lot for people to build on? If you don't want to create a house for every single one, that is what the gallery is for. Spending $40 on places I can't build on is ridiculous. Please stop doing that.
I had also made a suggestion that they make sims pop in and out of houses like they do in City Living to make the places feel less dead.
