Neighborhoods with tones of fake buildings looks dead...

I see that every new pack has a huge problems with fake houses. Ok... that decorations makes area more detailed and nice, but there are no activities for our Sims or no Sims in general. Mirage Park in...

I thought that is why they had Legacy edition of Sims 4 so the rest of us with better computers can actually play the game with all the bells & whistles.
