Neighborhoods with tones of fake buildings looks dead...

I see that every new pack has a huge problems with fake houses. Ok... that decorations makes area more detailed and nice, but there are no activities for our Sims or no Sims in general. Mirage Park in...

I understand that there is some fake buildings but to outnumber the lots available I do not understand. I am forced to make my story by EA/Maxis way and not my own as I may not want to put an family in another neighborhood. You can't edit or add to the Neighborhood and that leads to decrease in creativity.
