I think it makes sense with that neighborhood as the extended area actually has a purpose and a function, your sims are supposed to walk around it and explore. It gives you more activities to do without a loading screen and makes the area feel a bit more open which in my opinion is a good thing. Suppose it would've been nicer if the temple was a functional lot though but otherwise I think this neighborhood isn't that bad.
