I agree! I was really hoping that rectangle building on the lower left of the snowy escape map would be a set of apartments. It looks like an apartment building. That random empty lot in EH drives me nuts. I think the buildings in EH change as you improve the eco footprint which may be why they have so many shell lots. I have never used mods but I have been considering starting so that I can add some stuff to my world, starting with that random empty lot. It looks like they started to add a basketball court there and then never finished...
