NPCs automatically show up to work on food stalls in community lots

Similar to bars and cafes, can we please have NPCs show up to work on the food stalls if these are placed on a community lot?

Why would it be useful for players the option to pay for a NPC to show up in a community lot? I understand that being the case for food stalls added to residential lots.

I want to be able to create a food market with different foods/stalls and not have to pay 500 simoleons for 5 stalls to get the same effect... 

If the food stalls already have a menu built in, is it really that complicated?
