[OR] Herbalism Vol 3 Book Not gaining Skill

PC, mods removed/disabled

I was just on level 9 for Herbalism and thought just to read till level 10, but neither the Vol 3 (also tried 1 and 2 for this skill level) will raise the skill?

Vol 1 seems to work though for low level Herbalism.

    Hello,

    This is currently functioning as designed- a volume 3 book will only increase a skill to level 9. Once you've reached level 9, you'll have to increase your skills through gameplay. Please feel free to provide your feedback on this design choice here if you'd like.

    Wait the entire Sims 4 skill leveling system works like that... that just seems dumb IMHO.
