They have added before same thing in different packs, so don't see how this would be DLC for DLC. They would work great together, but just as well independently from one another. Besides Get to Work comes with a tiny alien world, the new pack could bring a much bigger world and some cool space ships and other cool features to make it really interesting. Get to Work needs lots of fixes, but to make it really good, a simple refresh is not enough. Retail, Space/science and police/criminals should have been their own EPs.
Get to Work has already lost some of its original value by having Photography skill brought to the base game. If we'd bring the alien life state to the base game, you'd remove one entire key point from the pack. If we'd add new more improved alien life state, you'd just make the existing ones more inferior and less played, also removing value from Get to Work.
Expansion Packs should have a more wider focus while Game Packs should have more focus on one thing. That's why we're getting complaints that "X ep should have been a game pack". Not to mention that pumping out more and more expansion packs just reduce brand loyalty, which is especially important as The Sims is finally getting some competition (EA is making a good move there by releasing older games). Do not take Get to Work features and separate them into separate packs. Not everyone likes spending their money.
I kind of miss older The Sims expansion packs as you can see...

I understand your point. I don't think adding aliens to base game is an option but a better type of alien in another pack can make people look differently at GTW. Personally I am more interested in better aliens than in keeping the value of the old EP. Ideal scenario would be a pack refresh to add value to get to work instead of taking it away. And then allow cross pack compatibility with the suggestions above.

Hmm... Cross-pack compatibility is something I'm always for.
The value argument mainly is there because 1) people who bought the pack become frustrated over seeing how many features they paid for get brought away or made better version of and 2) the pack with no value is not worth buying, thus losing all that work progress to earn no profit.
I know that new content is exciting and something better is even more, but EA has to be extra careful with it now.
