This is exactly my feeling on it. I understand there was a need for them at the beginning of TS4, but at this point, we have so many premade sims that it simply clutters the game with sims in hideous outfits. I don't think the feature should be removed entirely because some people may still want them, but I know many more of us who loathe them and would celebrate an option we could toggle to prevent them from spawning.

I would love to have an option to turn off randomly generated townies; I'd prefer to just make my own.

I really can't understand why we need so many auto generated sims when we buy DLCs with lots of premade sims that only gets bigger with each EP/GP and could definetly fill most roles but don't.

There definitely needs to be an on/off switch toggle for the random sim generating because the game will generate an unnecessary amount of sims just to have someone walk past my sims lot and nothing more.
Now I always delete about 95% of the sims from the manage household sections whenever I start a new game because if I dont my game lags more and my save file will slowly get more glitchy and I dont like any of default sims or randomly generated sims accessible from the manage household section (except for the default vampire sims living in lots) anyways. I would much prefer to see my own sims working stalls and working bars etc. which is what happens with most random jobs if I regularly delete the sims the game generates. I wish my sims would automatically fill the teacher and principal jobs from high school years though. I really dont like how the game automatically culls my ghost sims in my other households I'm not playing (only ghost sims that died in live mode though, not ghost sims placed into the world directly from my library) for randomly generated sims but I dont know if thats still a thing with life and death out. Some of my unplayed ghost sims were being selected to work the stalls in the magic realm which was kinda funny though.
The game doesn't cull any of the sims in the other households tab for me unless they are ghost sims (only ghost sims that died in live mode though, not ghost sims placed into the world directly from my library) or ghost pets (ghost pets are always the first to go), So if I dont manually clean out the generated sims then it gets really bloated. I like that they don't get deleted from there though for when Im creating my own personal town and getting my created sims to work bars etc. but the game needs a toggle option for the sims it automatically generates.

Also that option only affects "Played Sims" in the "My Households" tab. It has no affect on non-played sims in the "Other Households" tab. So for example if its set to 200, then that's the amount of sims you're allowed to play with in the world. You will see that the Sim Count reflects the number of sims in the My Households tab and not the Other Households tab. The NPC townies in the Other Households tab has no limit, so the game will just keep generating them regardless and meanwhile culling the ones already there. So, my game generated 25 new Townies yesterday, 25! It didn't need to do that because I have enough already. Almost all were victims of the random accessories bug and were in oddly matched clothing.
Oh gosh how I'd love to turn these off. I'd also like a button in CAS to use certain ones for staffing stores, bars, spas, etc. But mostly I'd just like to turn them off.

The other problem is it culls sims that are already in the world to make room for more whether the maximum is set or not. That's the other thing I forgot to mention is when you've put all of that hard work into your own townies and set them up in the world how you want, the game goes and culls them all to replace them with ugly clowns.
The MCCC mod can be used to flag them not to be culled, but its a pain having to go around flagging hundreds of sims.

There is an option to set the maximum amount of sims in your game, you could try to lower that and see if it helps

Maybe the focus should be on "generate less townie" rather than not at all.
Give us more control on who the game will use, but still have a "generate townie" fallback if needed.

Oh my god yes! And also add the possibility for townies to only stay in their town!
