@Dave1942 there's a link here to the bug reports if you want to take a look at the Game Packs/Dine Out bugs some of these may be contributing to the delays you're facing in Restaurants.

I've stopped taking families to my restaurants as I absolutely agree it does take a long time. I take them to the food stalls instead that come with packs such as City Living, Island Living and Discover University to mention a few. They get food straight away and they can head home at a reasonable hour. I've made some food courts or added them to parks where they can each have something different or order a whole pizza to share. They do have to hire vendors to man stalls though. I also use the coffee bars and staff do turn up to man those. I add things like these to bowling and skating spaces or outdoor cinemas and the kids have time for the activities too. I add a few vending machines as well from Snowy Escape because they love the burgers.
It's a lot less frustrating than the restaurants!

There's also a Functional Buffet from Somik and Severinka that you can place in a restaurant or your home, or anywhere - You have to hire a vendor to operate it and then you can order food for take out or eat in from its extensive menu. Much quicker than the restaurant but not really as much fun.
