Lastly, I swear walking dogs in The Sims 4 is a nightmare. There's a lag no matter what just to leash up our sims' fur friends, and often, the dogs typically wonder off on a walk of their own as a glitch when pet owner and dog finally make it outside. Again, this is a task I avoid simply because it does not function with the ease it should.
This sounds more like a bug you should report. I take my Sims' dog for a walk all the time and it goes pretty smoothly.
