Adding new neighbourhoods would still require the world files to be altered and this could still open up game breaking/save breaking issues.
Wouldn'tthat be just like every update, then? Lol
But for real, (in my totally uneducated opinion) I don't think that neighborhoods in worlds interact with each other, so they'd be updating the map. Which could still cause issues ofc, but not as much as editing existing neighborhoods
