citymajor these things are indeed available in add on packs. I'd suggest taking a look at the Get to Work, Dine Out and Business and Hobbies packs if you don't have them. We can absolutely have stores, coffee shops, cafes. We can have jewellery stores with Crystal Creations added to either Get to Work or Business and Hobbies. We have sandwich boards, cashiers and store staff, advertising signs, shop items, mannequins, retail shelves. It's all available in these add ons.
Grocery stores/stalls are in Cottage Living and Horse Ranch but they are for your Sims to make purchases. You can create a kind of grocery store with these packs added to Get to Work or Business and Hobbies by making preserves, baked items and Nectar to sell. You can also sell harvestables too. I have a number of stores that sell these items. For example I've got a garden centre with a shop attached selling homemade food items and rare harvestables. In the garden and greenhouse, customers can harvest the plants in exchange for helping out by tending the plants because it contains every plant in the game so it's a lot of work. They can also buy fertiliser and decorative items and plant pots. With Business and Hobbies you can even make a candy store. It helps to add the Fresh chef trait so the food doesn't spoil and your Sim can sell jelly beans, lollipops and candy floss. My Sim has a store selling these along with baked goods. With flower arranging from Seasons you can make a florists with either Get to Work or Business and Hobbies and sell flowers. That's my favourite kind of store. All my Sims go to my retail lots when I first move them into their homes. They buy their jewellery, collectables and all the decorative stuff there. Now that we have living house plants they buy their unbreakable plant pots there too, along with the B&H ceramic items.
Given how expensive the DLCs are individually, that's a lot of money to buy multiple hmm.
