A question about glowing effect from parenting skill

Hi, My married couple have 4 kids. 2 of them are already YA, but the other 2 are still in elementary school.  From the 2 YA kids, the parent sims completed all parenting skill. But the mommy sim doesn't get glowing effect while her husband sim does when they are encouraging recent behaviours. I heard the glowing effect can be seen when the parent sim is in full parenting mode. But the daddy sim gets glowing effect only when he clap his hands for encouraging his kids.So is there anything can makes the parent sim gets this effect without full parenting mode?
