My sim does not have the kleptomaniac trait applied but the option to attempt to swipe still came up.

Do you have it with all your Sims or only a specific one ?
I noticed it with one of them while I was in nordhaven, I haven’t tested any other sims.

I just noticed this too, with child sims. The teens and adults in the household did not have this issue. EDIT: it was during a club gathering. When the teen started a club gathering he also got the option to swipe.

The club tasks were nothing to do with mischief. And I can replicate the bug with anyone (child to elder) in a club gathering at a lot away from home.
