Add candle option won't show

I've tried everything I can think of..

Baked a few different kinds of cake

 Tried several surfaces

Tried different rooms

 Tried new and otherwise empty surfaces

Tried different locations on surfaces

 Tried to put in fridge first

Tried straight to counter/table

Tried to throw a party

 Tried to decorate the cakes as well (but the sims say there's something blocking then from the cake no matter where it is..

The add candle option won't show up at all

 Can't even age up in CAS...

Is my toddler sim ever going to agree to and get the rewards?

I worked hard to get all skills up to 100% plus great relationship with both parents, so I'd like to get that reward for aging up at a cake..

Packs I have are go to work and eco.

Help, please!!!!!

    @sunbeam6 

    The cake must be on a counter or dining table. There can not be anything in front of it and the cake can not be placed too far in. If it is grab it and pull it a bit towards the edge. Also there can't be missing a piece. If the Sim baking it is hungry they may grab a piece immediately after putting it down.
