Yes it is. I think what I've actually figured out is that my power reserves run out in winter, and hence the ice begins to melt. So the actual problem is that although my fridge is set to 'utility usage off', it must still be using power?
Maybe that thread has some info though.

These problems are not similar at all. I too am having this problem that I want to have an off the grid house that has power stored but is not using the power for the fridge so I click the option to turn off power usage but the ice level is not draining over time indicating that power still may be drawing from it. The link is a totally different problem for people that do not see the option to turn off power usage (I am guessing they aren’t checking while having power stored). This problem is clearly a glitch that the option to turn off fridge power usage doesn’t actually turn off fridge power usage.
