Children’s books not for children?
I am currently and have been for a long time experiencing an issue where children’s books don’t register as being for kids. The game says you can just read toddler books to children.

Slox7 Yes, teens and above can read toddler books to children, either solo or in a group. Just use the Read to Children... option. The option is on the book. Just open the bookcase using the Open option and click on any toddler book to bring up the options. Once you click on the Read to Children... option, a selection panel will open. Then select one or more kids to read to.
Children can read toddler books on their own too. Just use the Open option on the bookcase, select a toddler book and click on it and select the Read "book title".
Children can't read books to toddlers. Teens and above can't read regular books to toddlers either.
