All sims in my world appear to be asexual at all

I've seen this issue before, and whenever I look for help fixing it, everyone says it's fixed, but in my game, it still occurs. All of the sims in all of my saves, except the ones I created, seem asexual. When I go in CAS to check, they all have their romantic interests set to NONE, woo-hoo interest in both genders and romantic exploration on. Despite having romantic exploration on, they all reject my sims immediately, when they try to flirt with them. The townies that are married also have romantic interests set to none. I tried fixing it with MC command center, but no matter what i set there, the issue remains.
I've seen a solution that worked for some players, to have a household with three sims of the same gender and to have them get in relationships with each other, to prove to the game that we're not homophobic, but it didn't change anything.

How can I fix this issue? Playing the game like that is extremely annoying.
