Anyway to curb townie generation?

I know there are mods to do that but I just want the townies to stop generating, not to re-assign roles or pick from the library. Is that possible? I just deleted up to 100+ newly generated townies cause I sent two Sims to live in the Uni world through graduation. I'm at the point where I'm scared to go out because the game will churn 2030230109284 new townies to assign a new role that only a single Sim needs. Help?
