Error message when downloading from gallery

How often does the bug occur? Often (50% - 99%)
What is your current game version number? 1.108.349.1020 DX9
What expansions, game packs, and stuff packs do you have installed? All of them but about 5 kits.
Steps: How can we find the bug ourselves? Download a lot from your saved gallery. Not the online gallery as I can't connect. That is another issue.
What happens when the bug occurs? It says packs are missing. Although I have all the packs. I don't use CC or mods and after it is downloaded nothing is missing.
What do you expect to see? I expect it download without the warning.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
The issue started last week. I don't even know if the game updated, but if it did it might have been after the update. I also didn't see this listed or when I searched, but it if is already posted, I can delete. I apologize.
