Bills glitched

My bills were delivered and every time my sim goes to pay them it doesn't go through. The power got turned off. I tried to reset my sim and delete the mailbox, I tried to pay on the phone and computer. I removed all mods added a sim to family nothing. Cheats won't work. I moved my sims to a different lot. I uninstalled reinstalled. I don't know what to do please help!!
